There is no doubt the EPS grossly underestimated the costs of compliance.
However the focus of this post seems to be the lack of EPA approved test kits. The test kits initially approved by the EPA from LeadCheck, are available and reasonably affordable.
If a contractor or homeowner wishes to “test out” of the RRP program there are, and have been, affordable and easy-to-use test kits available to the Certified Renovators.
